Clarisse Kehler Siebert is a lawyer and research fellow with SEI Stockholm. She has extensive experience in climate change law and policy, and inter-governmental negotiations.
Her current research interests are in the intersection of human rights law and climate policy, financing for development and adaptation to climate change, and notions of liability and compensation for climate damages. Trained in civil and common laws, Clarisse is a member of the Barreau du Québec. A fellowship at the European Law School (2006), Universiteit Maastricht, allowed her to specialise in European environmental law, after which she worked as an environmental law reporter for a Brussels-based EU law and policy journal, covering the EU ETS.
She has consulted with (among others) the UNFCCC secretariat, IISD, the World Conservation Union-IUCN, ÉcoRessources, the Canadian Earth Summit Secretariat 2002, the Canadian Department of Foreign Affairs and International Trade, and the North American Council for Environmental Cooperation (NAFTA). Before joining SEI, Clarisse worked at a Canadian law firm where she helped to develop a climate change portfolio, advising provincial governments entering into regional trading schemes, and companies in the scoping and design of CDM projects.
Clarisse also holds an Honours degree in development economics and political science, for which her thesis addressed the instance and absence of governmental cooperation throughout the two-year negotiations of the UN World Summit on Sustainable Development Johannesburg Plan of Implementation. She advised the Government of Canada throughout this process, and later as a member of national delegations to the UN Commission on Sustainable Development and the UNFCCC.
In 2009, she sat on the Global Humanitarian Forum expert group on Climate Justice. She was a member of the founding editorial board and later Editor-in-Chief of the peer-reviewed International Journal of Sustainable Development Law and Policy.
