John Barrett

John was formerly a Senior Research Associate at SEI York. His work concerned issues related to Sustainable Consumption and Production (SCP). John was also a theme leader for rethinking development.
Key roles and achievements include:
- Leader of the Future Sustainability Programme for the York Centre. He managed a large programme of work on Sustainable Consumption and Production. He built an academic reputation through the publication of a number of peer-reviewed papers.
John headed the research on one of the UK’s largest projects on resource flows and modelling techniques for SCP. This involved developing a number of approaches to measure and monitor SCP including: the Ecological Footprint, the use of Physical Input-Output Tables, household expenditure models and using carbon dioxide emissions as a consumption indicator.
These approaches lead to the development of the Resources and Energy Analysis Programme (REAP), a scenario modelling tool for evidence based policy in the UK.
John has written numerous policy reports on SCP issues for a wide range of audiences including several Government Departments, the Welsh Assembly, the European Environment Agency, regional development agencies and over 40 local authorities.
