Linking Technology Development with Commitments: a Post-Kyoto Framework

SEI US researcher Michael Lazarus has worked on a research project that aims to address the question: “What approaches can motivate and credit technology development and transfer efforts in order to achieve an acceptable balance between nearer term emission reduction policies, actions, and commitments?”

The objectives are a) quantification of the benefits of technology development and transfer, in particular, by developing methods for estimating the emission-reduction-equivalent value of R&D and related technology-development and technology-transfer investments; and b) identification of options for integrating technology-development and technology-transfer in future climate agreements.

The project has been in collaboration with the Institute of Energy Policy and Economics (EPE) at the University of Grenoble in France.
